don't think this is possible, but if i download a program, (ex. adaware), is
there a way i can install it to a cd so that i don't have to install it on
the computer to run? i can run it right from the cd?

Depends on the program. If it has to register files, put things in the
registry, and have files in the windows directory than no. But if it is
a standalone program that requires no files outside of it's directory,
and it has no need to write to its directory, than yes. As for adaware,
I can't see that one, as it needs to be constantly updated to keep up
with the latest threats...
